Between climate regulation and economic efficiency: data-based strategies for the housing industry
The transformation of the existing building stock is coming under increasing economic pressure: rising construction and operating costs, limited scope for investment, CO₂ pricing, and uncertainties regarding the recoverability of costs and funding. Against this backdrop, the cost-effectiveness of energy efficiency measures in the existing building stock is becoming a key focus.
With the 2026 Panel, we aim to focus the discussion on one key point: cost-effectiveness can only be achieved on the basis of reliable data. Efficiency measures in the existing building stock must now be designed in such a way that they create transparency, underpin decision-making and enable prioritisation – before any major investments are made.
